Starter exemption from transfer tax

Taking the step to buy your first home is a big one. Fortunately, there are schemes that make it just that little bit easier. One of these is the starter exemption from transfer tax. We often find that people are unaware of this scheme, even though it can save them between €6,000 and €11,500.

What does the starter exemption entail?
Since January 1, 2021, first-time buyers are exempt from paying transfer tax (2% of the Purchase price) when purchasing their first home, subject to certain conditions. This exemption will remain in effect in 2025, with the following conditions:

  • You are between 18 and 35 years old at the time of delivery.
  • You are purchasing a home for up to €555,000 (including capitalized ground rent*).
  • You are going to live there yourself.
  • You have not previously made use of the exemption.
  • You sign a declaration at the notary's office.
  • The WOZ value of the property is also no higher than €555,000.
  • Your income is irrelevant

* If a ground lease applies, pay close attention to any increase in value—your real estate agent/notary can advise you on this.

Why this is important
Imagine you buy a house for €500,000. Without the exemption, you would pay 2% transfer tax, or €10,000. Thanks to the exemption, you can save this amount, which you can then use for sustainable improvements or renovations.
However, use the exemption strategically: you can only use it once in your lifetime. So choose the right moment.


buy-out protection
In municipalities such as Amsterdam, buy-out protection will apply in 2026 to residences a WOZ value of up to €637,000. This means that anyone who buys a home in this segment will not be allowed to rent it out for the first four years.
