Local authority developers agreed that Houthaven should become a 100% climate-neutral neighborhood. Houthaven has been built in an environmentally friendly manner, with extra attention paid to energy and material use. The name Narva refers to the Estonian Baltic Sea port of Narva, which was important for the timber trade with Amsterdam. Narva Island is connected to the two neighboring islands by bridges. The bridges and roads for fast traffic are perpendicular to the islands/streets, while the footbridges and cycle paths cut through the area at an angle. Each island in the Houthaven has its own theme; for Narva Island, this is 'Freebooters', which stands for freedom, happiness, and tolerance. According to the visual quality plan, the desired look was individual houses with a rich variety of buildings varying in grain size. The architect of the townhouses on Narva Island is the Klunder agency. These townhouses are substantial in size and feature a lot of decorative brickwork in the facade. Speckled bands, decorations in the form of diamonds and lozenges, brickwork in all shapes and sizes, color differences—everything has been done to make the street wall varied.
