Permit requirement for pied-à-terre in Amsterdam 2026

A pied-à-terre in Amsterdam is a second home that is used as a temporary base and is not the main residence. The Local authority considers this to be a residence for those who have their primary residence elsewhere and work in Amsterdam a few days a week or a month, provide informal care, or regularly stay in the city. Until the end of 2025, this use is permitted without a permit, provided you meet the applicable conditions.

What are the conditions for a pied-à-terre?

  • You are not registered in Amsterdam (your main residence is elsewhere)
  • You can have a maximum of one second home in the city.
  • You use the property exclusively for yourself, so no vacation rentals, office use, or use by third parties.
  • The property is not social or mid-range rental housing.
  • For owner-occupied homes: the title deed does not include an obligation to use the property as your primary residence or to register in the Personal Records Database (mandatory owner-occupancy).
  • If the property is not occupied by your child, in that case it is no longer a pied-à-terre.

What will change on January 1, 2026?

From January 1, 2026, a permit will be required for second residences in Amsterdam. The Local authority this measure to limit the number of pied-à-terres and combat vacancy rates. A distinction will be made between existing situations and new applications.

Existing pied-à-terres

Anyone who already owns a pied-à-terre on December 31, 2025, and meets the above conditions may be eligible for a temporary one-year permit.

New applications from 2026 onwards

From 2026 onwards, a permit will only be granted in the following cases:

  • You will work at least two days a week for six months in Amsterdam.
  • You provide at least eight hours of informal care per week to a resident of Amsterdam.
  • You are moving abroad after having lived in Amsterdam for at least three consecutive years.

In addition, the following conditions apply:

  • You are not registered as a resident with the Local authority
  • You do not use the property as an office or for vacation rentals.
