What is wise to arrange before December 22, 2025? It remains a complex subject. This call is for anyone who has switched to a perpetual ground lease but has not bought out their lease. Even after switching to a perpetual ground lease, you as the owner still run financial risks if you did not buy out your lease at the time, but opted for annual ground rent payments. In that case, there is no full buyout. This may have consequences for the value development of your home.
Important information
If you are considering buying out your leasehold for the time being, please note that the buyout price will increase again from 2026. By registering administratively in the ground lease portal this year, you can avoid a higher redemption amount. You can then take your time to make a decision about this in 2026. This has to do with an additional indexation, i.e., a new year.
What would be wise to do before December 22, 2025?
If the three conditions below are met, we recommend that you submit an application to buy out the ground lease in perpetuity before the end of the year.
- You own a leasehold property in Amsterdam
- You have switched to a perpetual ground lease; you have signed a transfer deed at the notary's office.
- You have not yet purchased the ground rent in perpetuity.
Why?
The Local authority the lump sum payment annually based on inflation plus 2.5%*. For this year, that amounts to approximately 5.5%*. This annual increase applies retroactively from 2017 and has now risen to more than 50% indexation. By submitting an application this year, you can avoid the 5.5% increase in the settlement amount.
* The level of indexation depends in part on the interest rate on government bonds.
How does it work?
Log in with your DigiD via the transfer portal of the Local authority . Click on 'request perpetual surrender'. This request is entirely without obligation. You are not committed to anything, but you will avoid being confronted with an increased surrender sum later on.
And then?
You will then have until 2026 to calmly decide whether you actually want to buy out your lease. In any case, you will prevent the Local authority from skimming off Local authority larger portion of the increase in value of your home. This is a direct consequence of the calculation method laid down in the General Provisions. Please note that the Local authority offer has Local authority specific period of validity.
The increase will take effect in:
- the annual ground rent (your monthly expenses)
- the amount you must pay if you want to buy out the leasehold in full
Do you still need to change trains?
Haven't made the switch yet? Then our advice is: Immediately switching Immediately consider buying off the ground lease permanently and not locking in. If you do lock in, the original buy-off price will Immediately increase by 50% Immediately locking in.
Suppose you can buy out today for €100,000. After signing without Immediately buyout, the buyout amount will Immediately approximately €150,000. The difference: €50,000.
The voluntary disclosure scheme
The scheme for homeowners who did not apply before 2017 has now been terminated as of July 2023. From 2026 onwards, there will no longer be any leniency policy or guarantee of new discounts. The Local authority clear about this: "Anyone who does not apply now is guaranteed to pay more later." (Source: Local authority )
