Important changes to rental agreements from 2025 onwards

From January 1, 2025, several important changes will come into effect for landlords in the Netherlands. These changes will affect rent increases and the conclusion of new rental contracts. Read on to find out what this means for you.

Maximum rent increase for 2025
The maximum rent increase has been set at:

  • 4.1% for private sector residences ; and
  • 7.7% for mid-range rentals.

This means that landlords can only adjust the rent through annual indexation. Other adjustments, such as the Rent Adjustment Act, no longer apply.

New rules for new rental contracts
From January 1, 2025, a points system will be mandatory for every new rental contract. This determines whether a property falls within the private sector. The points system is based on:

  • Floor area;
  • WOZ value; and
  • energy label
